What We Must Do: President John F. Kennedy once called America a society of immigrants, each of whom had begun life anew, on an equal footing. Today, Americas immigration system is broken. Too many unauthorized immigrants are living and working in the shadows of our society, and too many of our leaders are using the immigration issue as a platform for inciting prejudice and fear. We must enact comprehensive immigration reform that combines a path to citizenship for unauthorized immigrants who are already in the country, provided they pay their taxes, learn English and meet other relevant criteria, with stepped-up enforcement of immigration laws.
I MMIGRATION Many foreigners clearly understood that there were certain ironies in these long-term changes. No one was more aware of this than the Chinese leader Deng Xiaoping. Visiting Washington in 1979 during a time when the United States was urging the Soviet Union to allow more Jews to emigrate, the Chinese leader, according to Jimmy Carters memoirs, told the American president: If you want me to release ten million Chinese to come to the United States Id be glad to do that. Obviously, Deng was pulling Carters chain, but it is not clear from the text whether the Georgian realized that. Immigration was part of the raison d#x00EA;tre of the early Republic. One of the complaints in Thomas Jeffersons Declaration of Independence was that George III had endeavoured to prevent the population of these States; for that purpose obstructing the Laws for Naturalization of Foreigners; refusing to pass others to encourage their migrations hither, and raising the conditions of new Appropriations of Lands. The Constitution, while not mentioning immigration directly, did instruct Congress to establish an uniform Rule of Naturalization (Article 1, Section 8) and provided that naturalized persons might hold any office under the Constitution save only President and Vice President. (Article 2, Section 1). The only other reference to migration referred obliquely to the African slave trade, providing that the Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight (Article 1, Section 9).In 1790 Congress passed the first naturalization act, limiting those eligible to free white persons. This put the new nation on a collision course with Great Britain, which, although it had naturalization statutes of its own, often refused to recognize the switch of allegiance of its subjects. The question of the impressment of seamen was one of the issues that troubled Anglo-American relations from 1787, when the first of many American protests against impressment was made, until the end of the War of 1812. Foreign Secretary George Canning put the British case nicely when he declared that when British seamen are employed in the private service of foreigners, they enter into engagements inconsistent with the duty of subjects. In such cases, the species of redress which the practice of all times has sanctioned is that of taking those subjects at sea out of the service of such foreign individuals. Impressment, of course, became one of the issues that led to the War of 1812. After that the British recognized, in practice, the right of naturalization, but one of the ongoing tasks of American diplomatic officials has been trying to ensure that naturalized American citizens are recognized as such when they visit their former native lands. This has been particularly a problem for men of military age during time of war.

It would not be surprising in the light of the consultation by the British Dental Association which found that 59% of dentists were planning to either cut their work for the NHS or quit the NHS in protest at what the Government describes as the most radical shake-up of the profession since 1948. Only 2% of dentists said they would increase the amount of NHS work they did on the back of the Governments proposals. A worrying 16% said they would stop providing NHS dentistry altogether.

HEALTH Secretary Alan Johnson ordered an inquiry today into why many people still do not have access to an NHS dentist despite billions of pounds of investment. Experts have been drafted in to identify obstacles to seeing a National Health dentist in many areas of the country. The move follows continued criticism that the number of people seen by NHS dentists has fallen steeply since a controversial overhaul of services. Some 1.2 million fewer patients visited dentists in the two years to June than in the period before new contracts were introduced.

The British Industrial Truck Association says that the market for forklift trucks was still high at the end of the first quarter of 2001. The UK market stood at just over 27 000 powered truck units, up 3% on the first quarter in 2000. The market for counter-balance trucks fell from its peak of 15 263 units in October 2000 to 14 797 units at the end of the first quarter this year, it is still at a high level. Proposed code changes should help improve fire alarm system design. Its not uncommon to hear fire alarm system owners complain about unwanted alarms, audibility problems, or acceptance test requirements-problems that many in the industry think start with the initial system design or installation. These complaints havent gone unheeded. In fact, the various technical committees responsible for developing NFPA 72, National Fire Alarm Code, are currently considering several proposals and comments that address these concerns. Among these are Proposal 72-99, which was submitted in an attempt to improve the quality of fire alarm system design. Proposal 72-99 would require that all fire alarm systems be designed by registered fire protection engineers or by National Institute for Certification in Engineering Technology (NICET) LEVEL III-certified technicians.
Afire alarm system may not work properly if the wiring isnt properly installed. “You can follow a careful design procedure. You can select a fire alarm system control unit, initiating devices and notification appliances from a quality manufacturer. But if you dont properly install the wiring that connects the system components together, the fire alarm system for your college campus or other protected property may not work reliably” As the least glamorous part of a fire alarm system, the wiring receives very little hype. Consumers may agonize over their choice of every other fire alarm system component, but very few shop carefully for the wiring that will connect those components.

MS is very likely to change a familys requirements–starting with the urgent need to save energy for the good stuff. At the same time, finances may be pinched and options limited. Still, the questions are nearly universal. Can your home be safer? Can cleaning it be easier? Do adaptations have to look medical or threaten to devalue property? Do they have to cost the earth? The National MS Society would like to be your ally as you work out your own answers to these questions. We have some helpful publications–in print and on the Web site. We also think there is much to be gained from sharing information with each other. And wed like to remind everyone that occupational therapists (OTs) are the specialists who know the most about practical changes at home or work to meet needs imposed by MS. Hair loss is a common problem in men and women. Correct diagnosis of hair disorders is complex and requires evaluation of clinical presentation, history, physical examination, and laboratory tests. Hair loss may be categorized as hair shaft abnormalities, permanent alopecia, or nonpermanent alopecia. Nonpermanent alopecia, the most common type, includes androgenetic alopecia, telogen effluvium, alopecia areata, and traction alopecia. The hallmark of this group is the possibility of complete regrowth with adequate treatment. Hair loss, or alopecia, is one of the most distressing disorders for both adults and children because our society places a great emphasis on physical appearance. Women, children, and adolescents with hair loss may be especially troubled by their appearance. The importance of the patients cosmetic concerns should not be underestimated. The etiology of alopecia may be somewhat confusing, as it is associated with a wide variety of causes. Some cases are best managed with reassurance and education, whereas others require medical evaluation and therapy. In this article, the hair cycle and the common causes of hair loss are reviewed. The most common types of hair loss — androgenetic alopecia, telogen effluvium alopecia areata, and traction alopecia — along with current treatment modalities are reviewed.
A heads up on how to hold on to and beautify those wonderful tresses The average person loses somewhere between 50 and 125 strands of hair each day as a normal part of “shedding.” This may seem like a lot, but lost hairs (including eyebrows and eyelashes) are replaced very quickly so that we barely notice their departure. Its when you begin to lose more than this number on a regular basis that you may be headed for trouble. If you find youre clogging your drain during one shower, youre probably shedding too much hair. And, if new growth doesnt seem to take place as quickly as it once did, or worse, not at all, you may become one of the 40 million men and 20 million women destined for thinning hair or pattern hair loss.
The authors report temporal hair loss in patients after rhytidectomy. The objective was to illustrate the microscopic findings seen in the affected area of hair loss after rhytidectomy. The study presents a two punch biopsy on the areas affected and they were sent for histopathological evaluation. Histopathologic diagnosis was of telogen effluvium, in the general population 8.4% of rhytidectomy patients present with hair loss. This is a case report of a telogen effluvium nine weeks after rhytidectomy, with hair loss for the last six weeks. The causes of this type of telogen effluvium have not been well delucidated but it is believed that possible change in blood supply to the hair follicle, due to trauma, may play a role as well as stress. This patient did report swelling in the areas affected and it is possible that increase pressure played a role. All in all, the patients hair did re-grow one-year after surgery. We have included this interesting article to demonstrate that cosmetic surgeries and possibly cosmetic procedures may provide a due stress to the system that in some case may cause temporary hair loss. Using cotton, linen, or hemp as the foundation, and wool or silk as the luxurious pile, weavers would make a knot out of the pile thread, then form a row of knots that was tightly beaten down. The process was time-consuming: some of the finest handmade carpets have as many as 2,400 knots per square inch (372 knots per sq cm). The brilliant colors of these ancient carpets came from natural dyes such as madder, indigo, genista, woad, and ocher. Some weavers added alum to these dyes to fix the color, and a few wove gold and precious jewels into their carpets.

The court noted that state statutes allowing nonparental visitation recognizes that the American Family has changed to the extent that there is no average American family and that States are seeking to insure the welfare of children is protected by continuing relationships that children form with third parties. The court also noted that children are not just chattel. The court did point out that the Washington Statute did not require that the trial court give the parents decision any presumption of validity or any weight whatsoever. The opinion also stated that there were no special factors that might justify the States interference with the parents rights. Unfortunately there appears to be little further guidance in terms of what grandparent and third-party visitation statutes may pass constitutional muster. We continue to believe, as we expressed in our amicus brief, that children who have formed significant relationships with non-parents (including grandparents, other relatives and even non-relatives) have a right not to suffer an arbitrary veto of this relationship at the hands of their parents. We believe the Constitution requires a carefully calibrated third-party access statute, where non-parents would have to first prove standing based on their relationship with the child to seek visitation. We believe that with such standing proven, the courts should have the ability to order third-party visitation and access if they find a parents denial of that access is arbitrary and against the best interests of the child.
OAKLAND — Hans Reiser may have faced contempt of court charges on suspicion of failure to pay more than $50,000 in back child support and was informed a week before his wife, Nina Reiser, disappeared that he would stand trial in the matter and could face fines, jail time or both if found guilty, the missing womans divorce attorney testified Monday. Nina Reiser disappeared after dropping her son, Rory, and his sister, Nio, at Hans Reisers home in Oaklands Montclair district on Sept. 3, 2006. My first dedicated adventure-travel experience came relatively late in life. Until six years ago, most of my ventures abroad revolved around expeditions and long range treks. The travelling bit consisted of driving from the airport to the (usually skanky) note on me first night and the same snort journey in reverse at the end of the expedition A few of the items I packed (such as a snorkel and mask) were necessarily sport-specific. The rest of my gear had to be infinitely more versatile. During my 49-day trip, I cursed the over-hyped, under-performing polyester shirt that claimed to resist body odour but left me smelling like last weeks garbage and wished that Id packed a second pair of the impressively fast-drying and, thankfully, loose-fitting trousers that I had uncovered in a Parisian outdoor store. What I learned on that jaunt to South America has stood me in good stead on subsequent forays to China, Arctic Europe, Siberia and southern Indian. While I havent always achieved my target of packing everything into a bag small enough to qualify as carry-on luggage, I have learnt to travel lighter than ever before.

Real estate practice is a broad and widely defined area of the law. In a pristine sense it deals with the esoteric subject of real property law and titles. In practice the subject matter handled by real property lawyers is much broader. Many of the areas of law within real estate practice are areas of specialty themselves. Real estate lawyers examine and evaluate real property titles, handle real estate sales, purchases and other transactions, foreclose mortgages, represent developers and contractors in drafting and negotiating development and construction agreements, handle real estate financing, structure and draft the governing documents for planned developments such as condominiums, serve as counsel to community and condominium associations, draft and negotiate leases, litigate title, boundary, and other land disputes, and advise clients respecting zoning and land: use matters. The examination of real estate titles requires knowledge of corporations and other forms of business organization, wills, trusts and estates, and a practitioner handling transactions must understand contractual, business, and tax subjects as well. The subjects that are tested on the certification exam attest to this diversity. Its the vivacity of these characters that Zadie Smith brings to On Beauty and lends to the books much-deserved attention.
We are at the Bargello in Florence, and she says, What are you thinking? and I say, Beauty, thinking of how very far we are now from the machine shop and the dry fields of Kansas, the treeless horizons of slate skies and the muted passions of roughnecks and scrabble farmers drunk and romantic enough to weep more or less silently at the darkened end of the bar out of, what else, loneliness, meaning the ache of thwarted desire, of, in a word, beauty, or rather its absence, and it occurs to me again that no male member of my family has ever used this word in my hearing or anyone elses except in reference, perhaps, to a new pickup or dead deer. By God, Henry, thats a beauty. This insight, this backward vision, first came to me as a young man, a boy really, as some weirdness of the airwaves slipped through the static of our new Motorola with a discussion of beauty between Robert Penn Warren and Paul Weiss at Yale College. We were in Kansas eating barbecue-flavored potato chips and waiting for Father Knows Best to float up through the snow of rural TV in 1963. I felt transported, stunned. They were discussing beauty and tossing around allusions to Plato and Aristotle and someone named Pater, and they might be homosexuals. That would be a natural conclusion, of course, since here were two grown men talking about beauty instead of scratching their crotches and cursing the goddamned government trying to run everybodys business. Not a beautiful thing, that. The government. Not beautiful, though a man would not use that word. One time my Uncle Ross from California called my moms Sunday dinner centerpiece lovely, and my father left the room, clearly troubled by the word lovely, coupled probably with the very idea of California and the fact that my Uncle Ross liked to tap-dance. The literature on sound recording is as old as the technology itself. Yet despite the enormous variety of writings on the subject since the late nineteenth century, one assumption underlies most of the literature–that recording simply records. Only recently have scholars begun to question that assumption, exploring the possibility that recording has in fact had a profound influence on the musical world it documents. Timothy Day, a curator at the National Sound Archive in London, offers the latest contribution to this new scholarship. As he states from the outset of A Century of Recorded Music, recording has changed the way we listen to music and the way music is performed (p. ix). The scope of the book is somewhat narrower than the title suggests, as Day focuses on the creation and reception of recorded classical music in Britain and, to a lesser extent, the United States. This is a not a weakness of the book (just of the title), for the authors circumscription allows him to illustrate particular histori cal points in considerable detail in order to suggest the rich possibilities that the study of recordings offers (p. x). Day proceeds to do exactly this in the books four chapters. For the bulk of chapter 1, Making Recordings, Day considers the recording process from the view of the performer, explaining the changing demands of the technology and documenting performers experiences with, anti attitudes toward, recording. Among many crucial points Day drives home is that for decades, the process of making recordings was shaped by technical shortcomings (p. 24), whether due to the insensitivity of acoustic recording horns, the distortions wrought by early microphones, or the tape hiss of magnetic recording. Performers (as well as engineers and producers) had to compensate for these limitations, shaping the way music was performed in the studio and, consequently, heard by listeners. While otherwise compelling here, Day repeats a common and unsubstantiated claim–that in the 78-rpm era performers had to modify speeds [i.e., play faster] because of the time limitation of the. disc (p. 33). But rather than rushing through a piece, recording musicians were more inclined to accommodat e the time limitation by cutting music. Indeed, when listening to 78s, one can hear many leisurely performances of drastically Cut pieces. Later in the chapter (pp. 34- 46), Day shifts his focus from performers to producers, profiling such influential figures as Fred Gaisberg, Walter Legge, and John Culshaw. Here, Day rightly emphasizes how those on the other side of the microphones have shaped the way we hear music to an extent that few appreciate. The second chapter, The Repertory Recorded, chronicles the enormous expansion in the amount of classical music recorded over the course of the twentieth century. Day focuses on the impact of important record releases–from the National Gramophonic Society, in HMVs History of Music in Sound series, on Deutsche Grammophons Archiv Produktion label, and many, many others. Days thoroughness, however, becomes a liability with page after page of lists: of the contents of various anthologies, of the classical works broadcast by the BBC, of the discs reviewed in selected issues of Gramophone, and so on. While the authors encyclopedic knowledge is impressive, the sheer amount of raw data may well discourage readers. Perhaps Day intended these lists to be consulted rather than read straight through; nevertheless, there is often a lack of accompanying synthesis and perspective. For example, at several points in the chapter (pp. 58, 76, 128), Day makes or cites the claim that recording led to a mass audience for cla ssical music in Britain. The implication is that the expanded audience was a function of the increased production of classical recordings, such as those he surveys in the chapter. But did the proportion of classical music lovers in Britain actually change? Perhaps existing classical music devotees simply listened to more recordings once they became available, or perhaps the increase in Britains population matched or exceeded the growth of the classical record industry. Day restates his claim in the last chapter, citing as evidence the hundreds of thousands of issues of Gramophone and similar magazines sold in Britain in 1994 (p. 200). Some statistics suggest more than 30 million cell phones will be retired in the U.S. this year. Through the FundingFactorys Cell Phone Recycling Program, schools can exchange cell phones donated by family and friends for school equipment and supplies.
A new study funded by Motorola Corp. suggests that cell phones do not pose a cancer disk, reports Promotive Communications Inc. However, experts say its too soon to rule out a negative health impact of cell phones. A 13-nation study on the relationship between cell phones and brain tumors is under way. The results are expected to be released in 2004.

Bacterial types isolated were coagulase-negative Staphylococcus (93%), Micrococcus species (39%), Bacillus species (20%), diptheroids (6.6%), methicillin-sensitive Staphylococcus aureus (5.7%), Streptococcus viridians (5.7%), coliforms (4.7%), MRSA (1.9%), Enterococci faecalis (0.95%), and Clostridium perfringens (0.95%). There was no significant difference in bacterial contamination between the physicians and nurses telephones. (1) Investigators at a tertiary care hospital in Israel studied cross contamination between cell phones, hands, and patients. (2) Cell phones and hands were swabbed and cultured for Acinetobacter baumannii. A significant percentage of the cell phones (ie, 41.8%) and hands (ie, 81%) were contaminated with Acinetobacter species, and cross contamination between cell phones, hands, and patients occurred.

A MIDLAND schoolboy was fighting for life today and another was seriously ill after they badly burned when a garden shed was destroyed by a mystery explosion. Toby Talbot, aged 14, and Aaron Pugh, aged 12, both of Pye Green, Hednesford, were in Selly Oak Hospital, Birmingham with serious burns to their arm, legs and bodies. Toby was described as “critical” and Aaron was “stable.” They were in a shed in the garden of Tobys home in Croft Avenue last night when neighbours heard an explosion.

Despite 2000s slow-motion finale, the home video category showed little sign of lost luster, thanks to a new format and the resilience of the entertainment industry. Old and new formats–VHS and DVD–vied for precious shelf space in drug chains. By the end of the year, VHS remained the dominant format, but as CVS spokesman Michael DiAngelis recently noted, the increasing affordability of the hardware has helped increase household penetration for DVD. More drug chain customers are buying DVDs, as was evident in a study by New York City-based research firm Alexander Associates, which tracks VHS and DVD products. Its latest study of store-data (excluding on-line and catalog sales) showed that in 2000 the drug channels DVD unit volume grew from 1.1 percent of all retail units sold in 1999 to 2.4 percent of units sold. Meanwhile, VHS unit sales in the drug channel declined slightly from 1.8 percent in 1999 to 1.7 percent of retail units sold in 2000, according to Greg Durkin, research director for Alexander Associates. As noted in a previous issue of Drug Store News, the five top VHS sellers for 2000 were mainly family titles, headed by bestseller Tarzan (Buena Vista), followed by Star Wars: Episode 1 (Fox), Toy Story 2 (Buena Vista), Stuart Little (Columbia TriStar), and Little Mermaid IV: Return to the Sea (Buena Vista), according to Video Business magazine.
